Well, to play devil's advocate for a moment. It could have been the other way around. No one knows what data EA was looking at. I'm sure they can see the last time people played the game. If a large number of people haven't played the game since April, May, and haven't even bothered to come back to see the game post patches, you would have to assume that these people won't buy DLC, and have moved on from the game anyway. Which would be the fans telling EA/Bioware F U.
Look at the poll on this site about would you buy another ME game, and how many people said yeah they would pre-order. Those are the people that would be buying the DLC. Anyone who gave up on the game already won't be pacified by something they have no intention of buying anyway.
The mistake was releasing the game in the state it was in.

BioWare probably signed off on things anyway but I doubt it was their first choice, considering the chain of events.

Companies follow the money. It's nothing personal.
Admittedly, some companies try harder to pretend they care about customer satisfaction. But at the end of the day, it's about the money. If they predict DLC to not generate enough profit, they don't make any, unless increasing customer satisfaction is likely to benefit the company in the long run.
EA clearly didn't see the benefit OR simply doesn't have the manpower to spare at the moment where MEA is concerned.
Yes, it's a shame for those who really liked the game. But it's a simple numbers decision. Even if it looks like a bad idea to damage Bioware's reputation even further, from EA's perspective it's not.
I don't like how big companies do business. But well.

Unless EA gives BioWare the go-ahead in putting resources towards an already compromised product, I don't think they much to say about it. I think BioWare could absolutely redeem and salvage the game through their usual 4-8 hr SP DLCs that come out with every game but it runs the risk still of a lukewarm reception which, to EA, may seem like too much of a risk to commit the resources so BioWare will tell the story where they can, through comics and novels.

When I start thinking back on the announcement and release of Andromeda, I can't stop thinking that the release was basically to drop the asset that was considered a resource sink and to free staff up. That is why both the SP and MP have the feel of missing pieces that would have come with post- release content to fill in those gaps and entice players to revisit, replay, try new things. In other words, Andromeda was being built to be filled out, but at a certain point, prior to release, the direction changed, and they decided to recoup as much cost as they could and not keep the investment up. I dunno, that what it is starting to look to me now. And, I think it's not the MP specifically, not just Anthem. It's also the DA juggernaut that benefitted from canibalizing the Andromeda and the staff & resources redistribution. In short, they had one project too many, and instead of canning it, they released it.

Which is a different way of it being about the money, since they aren't backed by a Behemoth of a corporation and customer care is in their best interest. They, as opposed to large companies, need a fanbase. Often ready to kickstart one of their titles. I'm thinking mostly about Obsidian and Larin here.

I never went for the merchandise, but I played them all. MEA was the first one where I got fundamentally bored the moment I tried for a replay. Something's seriously wrong with that game, since I never felt that way with any other Bioware title. It would be easy if I could call it a trainwreck, but it isn't one. It's just ... not that interesting.
