What would it be?
Assume ME3, it's fully upgraded, and you can have whichever mods are available to it.
Feel free to mention something from ME2 or 1 if you like, but the above is my question.

I would pick the M-7 Lancer, High-Velocity Barrel and Stability Dampener.
Honorable mentions go to: Eviscerator with High-Velocity Barrel and Smart Choke. Hurricane with High-Velocity Barrel and Recoil System. Phalanx with Heavy Barrel and Piercing Mod. Paladin with Magazine Upgrade and Piercing Mod.

Gah cannot remember what good guns were in ME3... maybe there was something but I liked Adept more than guns.
From MEA I'd bring Dhan immediately. Thats the end of enemies in mid range.

Obviously depends on the class/build, but generally for ME3 it would probably be the Claymore. I have used it on all classes at some point. Really good with the Infiltrator and Vanguard obviously. Adept and Sentinel do not really need guns when bringing Liara and Javik along most missions, so the Claymore would just be a bonus. Soldier has to be more strategic with it, but I have done before and it was fun. Engineer would suffer from the cooldown penalty the most, but I have done it with the Engineer as well with some builds.
For Mass Effect 1, definitely the Spectre Assault Rifle assuming the class automatically gets the Assault Rifle talent to compensate, or just the Spectre Pistol since everyone can use it anyway.
No idea for Mass Effect 2. The game mechanics kind of require you to use at least two guns for most classes.
Mass Effect Andromeda: Probably the Dhan shotgun?

Depends on the context of the question.
Lancer due to the virtually unlimited ammo would be amazing for most people.I can probably fabricate a block of steel and find a way to charge its energy source so like if you are on a planet alone or in the real world that's key.
In game, class dependent a bit but I dig shotguns Claymore is my overall pick but if im powers focused, piranha is probably technically better, which is what I go with on most my powers builds until i get back into the swing of the game.

Arc Pistol if we're talking effectiveness.
Used correctly, it's a rapid fire Black Widow with a much bigger magazine and 200% PRS on almost any build. Totally broken. Heavy barrel and big magazine with AP ammo
For fun, an incendiary explosive equipped Claymoar gets the vote. Smart choke and HVB (change one for Omni blade if you're brave/Krogan)
BOOOM, Muahaha they're dead

Engineer with a Claymoar X is very effective because Cryo Blast short cooldown matches up very well with the reload cancel. Very easy to get a good rhythm going to it. Freeze a thing, shoot a thing, detonate the frozen thing with Incinerate, shoot another thing, freeze another thing. Run Incendiary ammo against Reaper enemies and Disruptor against Geth for the appropriate primer. As for ME2, Mattock is the most OP do everything gun, but it's only really gamebreaking on Soldier (because the time slowdown on Adrenaline Rush doesn't reduce its rate of fire). Incisor would be broke too if not for the pitiful reserve ammo count.

Wait I remember having N7 Valkyrie in ME3 too.. just had a flashback to Omega DLC (yeah cant remember the name) thats a good one in it too, like in Andromeda, but in Andromeda one can craft it a bit OP (You'll need that on insanity, the rush is sometimes harder than on MP Platinum!)

Freeze a thing, shoot a thing, detonate the frozen thing with Incinerate, shoot another thing, freeze another thing. Run Incendiary ammo against Reaper enemies and Disruptor against Geth for the appropriate primer. For Engineer, I was mostly thinking about how the Claymore would work with Sabotage + Overload + Incinerate (the best Engineer build). I have never taken the Claymore on that build and I have not actually played ME3 Engineer in a while, so I was trying to recall if a fully-upgraded Claymore still gave the Engineer enough cooldown to still detonate its own combos. Using Fortification/Defense Matrix would be out of the equation though for that build. Incendiary would require taking James, which is not too bad I guess, but EDI is generally a better squadmate for an Engineer, as is Garrus. Later you get Tali which I usually pair with EDI for an Engineer. James would be better if he had Concussive Shot instead of grenades or Carnage for more reliable detonating. Disruptor Ammo requires Ashley who disappears for about 1/3 to 1/2 the game, assuming she is even alive.

It's been a while but IIRC, I found the Harrier to be massively OP in ME3. So if I just wanted to rule the battlefield, this would be the gun for me.

In MEA there were some insane fights on Insanity and the Valkyrie definitely made it easier. The fight getting off The Kett Flag Ship was pretty brutal even on normal but on insanity it was OTT.

Graal spike thrower. Imagine how horrible it is to see your buddy shot. Now imagine, instead of a bullet, he got hit with half a dozen eight inch long razor sharp harpoons.
If it didn't suck absolute ass I would have said the Firestorm for the same reason.

No matter how good or bad it gets, I'm Mattock trash through and through. Hey, the Mattock isn't trash, it's a classic. If I remember right, it's based off of an older design philosophy. The kicker being that it's EDI who thought of it. "When an AI criticizes you for for being too 'high-tech', it gives you pause to consider."

I too prefer keeping my enemies away from me...must be why I also prefer playing mages and archers
