"Living Space"
This quest probably takes place in ME2. It begins via' email sometime after Tali's loyalty mission wherein a bereaved couple ask Shepard to meet them on the Citadel, in the Human Embassy, to discuss the disappearance of their son/daughter, ship, and crew. They were Captain of a private freighter and disappeared in deep space a few years ago. Recently however the ship's registry has turned up within the Migrant Fleet, who have not been forthcoming in answering inquiries as to where they got the vessel. Shepard then goes back to the Flotilla and can talk to Shala about it. She will direct Shepard to the ship, and once there Shepard can speak with the Captain. He/she will say that the vessel was found derelict in uncharted space and thus taken by the Flotilla for the ample living space it would provide, housing dozens of quarian families. As the ship was in uncharted space and the Flotilla has no official relations with the Systems Alliance it was considered fair game. Shepard can accept this answer and return to the human couple, ending the quest... or...
Shepard can dig further. Passing a speech check or using a bit of subterfuge will allow Shepard to scan the ship's computer and EDI will reveal that its logs have been carefully tampered with. Discovering this will permit Shepard to question the Captain further who will admit that the ship was found by a quarian exile, who has a ship of his/her own and often takes in young quarians to help them on their pilgrimage. Travelling to this vessel Shepard and co confront the exile Captain who confesses to having been exiled for piracy, but still considers it his/her duty to help the Migrant Fleet. They will corroborate the freighter Captain's story about the ship being found derelict but again, with a Speech Check (or Renegade interrupt), Shepard can force them to admit the truth: they found the vessel stranded in uncharted space and boarded it with their crew, offering to help, only to turn on the ship's occupants and murder them. The ship was an easy target and acquiring it would be a great boon for the Migrant Fleet so after the crew had been executed the logs were tampered with to cover up the crime and attempt to hide it from registry scans any time the Flotilla passed through Council Space. Obviously, this didn't work and now they've been caught.
The Exile will plead with Shepard that the deaths of a half dozen or so humans was an acceptable price to pay to help more than a hundred innocent quarians. Revealing what happened would only cause problems for the fleet and ruin the lives of the quarians now living on the ship. What's done is done so why cause more pain? Shepard can accept this and again, the quest ends. However if Shepard is resistant to this idea, or rejects it outright, then a firefight ensues and the Exile and most of his/her crew is killed in the battle.
Shepard can then return to the freighter's new Captain and reveal the truth. They too will not want the truth to come out and will be horrified and angered at the death of the exile and their non-exile crew, but will suggest that Shepard talk to Shala as this is an issue that affects the whole fleet. Talking to Shala she too will be outraged but will admit she suspected what the Exile might have done but deliberately did not dig deep due to the value of acquiring a new ship for the fleet. Like the Exile and Captain before her she will want Shepard to just forget the whole thing, but arguing with her about the injustice of the whole affair will convince her to offer financial reparations to the bereaved families of the murdered crew. This will be of small comfort to the grieving relatives left behind who will tell the media about what happened, causing bad press for the Migrant Fleet and a minor diplomatic incident between they and the Systems Alliance. If Shepard passes a Charm/Intimidate check, then they can force Shala to evict the quarians from the ship and have it returned to its rightful owners, the grieving couple, as well as give financial restitution for the act of piracy. In this case the event is not made public because the human relatives are satisfied but several hundred innocent qurians lose their home.
Naturally, if present then Tali will have some extra dialog at every stage of this quest. She'll be very remorseful and frustrated at having been forced to kill several quarians if you killed the Exile and their crew. Ultimately though, she'll blame the exile for having resorted to piracy and murder, having brought this on themselves, their followers, and potentially the whole Fleet.
