You don't have to leave Therum until last to get the emanciated Liara dialogue. I get it all the time and I generally do Therum third (before Virmire, but after Feros and Noveria).
I don't think it makes a difference, but just in case - I do most side missions before Therum as well. By the time I get to Virmire, I've pretty much done every side mission that is doable for that character (i.e. it may not include one or both of the morality quests).
It ma ybe caused by th efact if you d oNoveria Liara's mum befoer going t opick up Liara herself tha tmight caus eher dialogue but given I don' tdo Noveria before picking her up I can't be sure. You don't get it if you do Noveria first and then Therum, though... so it has to be delayed until 3rd place at least. I've never not gotten the dialogue with Therum in third place, but as I said, I do also do as many of the side missions as I can before going to Therum. I don't tend to use Liara a lot as a squad mate unless I'm playing an engineer. More often than not, I play most of the game using Kaidan and Ashley. When I do that and want to use Liara more, I change my order to get her first before doing any other main missions.

Just too bump this again as I've been debating the ideal mission order. Doing Feros first then therum does avoid the awkward loop go round of Liara melding with Shepard then getting tired and going to the med bay..so I reckon I'll do that my next playthrough so I only get that scene once..
There is an argument to be made on doing Noveria after Virmire but if you do it that way then you miss out on those awesome listening post Rachni missions. Plus I like the Rachni side missions to be the first real introduction to Cerberus..before Kahokus quest..if you do Kahokus missions first you've already fought the Rachni on Binthu but Shepard and the squad will still act like they've never seen rachni before when you encounter them on Noveria. And another point is that one of your squad (usually the VS for me) will say something like "Cerberus? Is that a corporation?" On the depot sigma 23 before you blow it up.. implying that they've never encountered Cerberus before which doesn't make sense if you've already done Kahokus quest. so my order is
Feros
Noducrux ( good interlude to Feros)
Few other side stuff
Noveria
The Listening post missions
UNC missing marines/Cerberus/Hades dogs
That way you've encountered Cerberus a few times. Setting them up for their appearance in the future games.. and it really hammers in what Shepard says in 2 about " wiping out my share of Cerberus projects"
