I guess I'm repeating myself, but I think he's just a product of cut content. He was originally better. Kind of what Maya Brooks story became. He was following the VS around, posing as an Alliance rep, egging them on to think you were still with Cerberus. Ash or Kaidan became Spectres in this version of the story and were actively looking for Javik/Prothean relics the same time you were. Shit was supposed to hit the fan because Kai Leng set them against you. As it is though, he sucks. Instead of sneaky bastard, he just became an arrogant bastard. This goes without saying, but pretty much every flaw in ME3 is due to a rewrite or cut content. Yeah, I've heard about this and I would loved to see this instead of what did happen. Mind you, it could still have been executed poorly but that version of Kai Leng and the plotline itself still sound much more interesting and clever than the plotline that was used.
I remember reading an interview about Mass Effect: Andromeda in which someone from the development team talks about how the team went back to the trilogy to look at it including with new eyes. Basically, they wanted to see all of the things that was done well, the things that was not and the things that really was not. I think they also mentioned basically wanting to look at things they had originally wanted to implement but was not able to and other ideas. As a note, it was also acknowledged that the criticisms about the endings were being acknowledged and taken into considerations. I just thought I'd mention that.
My point with bringing this up was that I was wondering if we'd see a plotline similar to the original Kai Leng's in Andromeda or future works. Going by the theory that the N7 is the original leader of the squad then it would not be too unlikely that a squadmate might work as a mole for him. It could be very interesting.
I know Maya Brooks's story used this but it's a clever thing to do and can be used differently and for different reasons so personally, I would not see it as repetitive. I mean, Dragon Age has had a companion, sometimes more, each game whose secret agenda has led to drama and trouble but even after three games, I still don't consider it to be getting old especially since they have different motivations and manners of doing so.

The fight could've gone a lot better instead of having the ponytail cry. After fighting Shepard and squad for a moment, the gunship drops off a few phantoms. Shepard and squad switch their attention to them. Ponytail sees that. He uses that distraction to download the information. By the time he gets back on the gunship, its too late for Shepard to do anything. The result is the same, but the fight at least is more believable than what was in the game. Though I prefer if the ponytail just calls for the gunship to fire at the supports instead of having a fight.

Well, you can add the clone to Brooks story too. That's basically what they were going for with Leng, but all in one character. He was supposed to be the counterpart N7 (clone), but also the sneaky bastard at first too (Brooks). But it's still original enough that I don't see it as quite the same thing either.
