Can't have been the music - Bioware hired local DJ's to do it for them.
Can't have been the voice acting cast - this time there weren't nearly as many hollywood actors taking roles compared to ME2 and ME3.
What about animators? Nope - they outsourced half of those jobs to cheaper Romanian workers.
What about the writers? Nope - most of the ones working on the OT already left the company. Newer writers wouldn't be able to command higher pay than their predecessors.
Where could the majority of the resources have gone? Programming? Marketing?

Nothing but speculation till they show it. Regardless I think you'd be be suprised how much could go into the voice acting regardless of big names (and even then they had a few big names, just depends on if you agree)as the game has a fuck ton of dialogue, more than even movies.

Second of all, DAI had Many characters that wear helmet or mask at all time, so that means far less works is needed on facial animation, like WAY LESS.

I don't think the $40 million figure (what's the source on that, by the way?) includes marketing costs for MEA, whereas the other numbers definitely seem to.

There is a video on Youtube that offers some great insight into the process of how the animations were handled previously from Bioware's much earlier titles to their current release; Mass Effect: Andromeda. One of the things he did mention is that the trilogy benefited from the usage of the same engine for all three games that allowed them to use older systems and improved upon them to produce a better product. With a new engine they no longer had that benefit and had to start from scratch. Tack on how animations are generated and one begins to see where things could easily have fallen apart. Does it excuse an unpolished release? No, but I think it is time people moved beyond that and look to the future of the title. I have nothing to really add to the discussion's topic relating to the budget and how it was spent. I would not even speculate as I myself am not knowledgeable enough to offer any relevant insight nor a valid argument. Edit: Found the video. How on point he is I can not say for sure but he seems knowledgeable.

It is a large game with at least "decent" in every possible category, that addressed quite thoroughly the complete void of all but landscape content of the game that preceded it (Inquisition). But gods forbid Bio gets acknowledged for the pretty darn impressive achievement of building a really good, solid game with a non-fixed protagonist, a party structure, the only one on the market in the past 3 years.... Because a few cosmetic problems are what's really important...
The writing is good and plentiful, and the most naturally structures, and the most responsive to character's place in the story and his/her location, for that alone they deserve huge props. Gods, they even cut back on the central place of romances which really plagued Inquisition because so many people complained, making it lighter and more proportional to the story content... But, of course, that's a matter of preference, and it's everyone's prerogative to call it junk. OMG, they should have picked a novel and copied it over!
