Unpopular opinion: people should have the right to choose to be made Tranquil. I would add "preferable after a psychological evaluation" but I doubt the Dragon Age universe has progressed far enough to be able to provide ones of decent quality.
Even in a world without the Chantry and where mages are completely free, I could easily see mages who'd want to be made Tranquil because they find it too hard to live with demons trying to take possession of them. This is especially if they suffer from problems that might make them more vulnerable to demons or their influence. They don't want to die and they feel they can live a more peaceful and content life as Tranquils.
Tranquility would be their chance to be at peace and live without fear. To live a life where they didn't need to fear going to sleep, where they didn't need to endure voices, where they didn't need to feel afraid and where they wouldn't need to fear being taken advantage of when they are at their darkest and don't know if they would be able to resist the temptation. For example, a lot of people who suffer loss go through a period of grief that is known as the third stage of grief called bargaining where they want things to be back as they were, they want the person back, they want a second chance, they want to do things differently.
And that is all I'll say on this topic in this thread lest I contribute to its derailment once again.

If you want to discuss this, you can go to The Annulment Appreciation Society thread that ArcadiaGrey linked to and we can continue where we left off there. I will not discuss it here.
