The problem started with Leviathan. They suffer from politician syndrome, the big head, believing everything they say and do without giving any though to the possible consequences. It wasn't until they saw the giant blender going after them they realized they should have put shackles/restrictions on the intelligence. A handful of leviathans survived. Even in their hidden state they believe that they can outlive or maybe defeat the reapers one day. Leviathan: "We will fight. But not for you, or any lesser race. We were the first, the apex race. We will survive." That may also explain why the leviathans believe that the Intelligence has served its purpose. One slight hiccup in that idea is that they had to hide for a billion years or so. In that time the "apex race" wasn't able to dream up a faster plan.

Probably referring to the Genophage and to be honestly the Asari Councilor could have been there for those events. Even if they didn't condone it... They went along with it... Thus just as guilty as the Salarians who made it and the Turians who unleashed it. I could be wrong though but I don't think so.

Otherwise it would be easy to cure.
The point I am trying to make is that any race that employs biological warfare is remembered forever for using it. It leaves scars on all who are affected by it and every generation that lives to see its aftermath.
It scars the races' legacy who authorize, wield and use it and any born of said races till such a time as the mutation of the affected is overcome.
Only in distancing themselves from the acts of their ancestors can they make up for the guilt. Something the Germans have since done and the Mongols... well the mongols... This is something that no race in Mass Effect has even tried to do till ME3. So yes they are all guilty... till ME3 is in progress or even after its over depending the course taken.

Still without said remorse from the Asari and even Turians' -they still deserve ruin. Nobody. In. Those. Races. Were. Alive. When. Crime. Was. Committed. Thus. None. Are. Guilty. If you truly believe this, turn yourself and everything you own over since your ancestors committed crimes to get that all started and they didn’t apologize for it. So you’re guilty of everything they did. You deserve ruin. Also should note that the Council and races involved have shown they don’t see Krogan as monsters, as seen with denying arguments to take down the statue as well as some Asari colonies inviting krogan to them on them to honor their efforts saving the galaxy from the rachni.

Still without said remorse from the Asari and even Turians' -they still deserve ruin. Nobody. In. Those. Races. Were. Alive. When. Crime. Was. Committed. Thus. None. Are. Guilty. If you truly believe this, turn yourself and everything you own over since your ancestors committed crimes to get that all started and they didn’t apologize for it. So you’re guilty of everything they did. You deserve ruin. Also should note that the Council and races involved have shown they don’t see Krogan as monsters, as seen with denying arguments to take down the statue as well as some Asari colonies inviting krogan to them on them to honor their efforts saving the galaxy from the rachni. So dropping the Nuclear bomb in WW2 is not something mankind is guilty of doing? And will forever be scared by?
For the development of the bomb alone mankind does deserve ruin.
We as a race have committed biological warfare against our own. We make war against our own, torture our own, kill our own... It is almost a cosmic joke as to why we haven't destroyed ourselves yet.
No wonder no races in the cosmos want anything to do with us -we will kill them.
Maybe we are the Krogan of reality... However...
Some of us do acknowledged it -that these things are not right. All can be overcome if we acknowledge and have remorse for the past mistakes. Those who don't learn from the past are doomed to repeated it. There. You see -you just proved the point. Though all would be preferable to some.
