I don't remember from ME3 - did the Asari Council member die?

Unlikely, but not sure what other title they could give Liara.

The conversation between Liara and the geth in the clean transmission starts right as the ripple goes past the 'camera'. Gamble tweeted that it isn't just a ripple of visual distortion. I suspect the ripple is a cloaked ship. Liara and her geth friend are on the ship. This conversation starts as they fly their ship towards what turns out, they discover, to be a new non-Reaper mass relay being constructed by humanity. This sounds like Liara and the other being discovering for the first time that this mass relay is being built. Ig they were on a scouting mission or came to investigate sus activity in the area. 

as they flew their ship towards it, the relay would have come into [their] view. mr geth notices it and says so to Liara. Liara is then confirming that she also sees it, and then she sounds mad at herself (and possibly also the group she is now affiliated with) for not seeing this before/realizing that something this huge was going on. and the council will be mad because I'm willing to bet, making a new mass relay isn't legal. but ofc humans gonna human, so these humans, whoever they are, built one anyway

I actually interpreted the whole exchange with her being on the side of humanity, but both interpretations are interesting; while I don't think they'll go for a human vs galaxy situation, it'd be a surprising shift if they'll go for Liara as an antagonist/rival.

also considering the geth, AI, Alec Ryder and Liara and Alec's correspondence. the center of the venn diagram..

I don't think it's a Geth "friend", but I think Liara intercepted a Geth transmission? Call me crazy, but my God the second line of the mysterious voice sounds like Jennifer Hale. It's the "don't suppose" and I can't make out the rest.

This excites me. It feels so good to see new and official concept art of the Mass Effect (milky way) universe. It feels like going home. Not to mention those skyscrapers are beautiful. They don't look asari to me, although they are the only species we know of that would/could construct such elegant structures. My money is on a new race discovered after the defiant humans built a new mass relay and accidentally discovered a new sector of the Milky Way where the remaining Jaardan hide.

Hmmmh.
