Well, actually none of those options are the winner since it was started before ME1 and leaves between ME2 and ME3. There is no option that has both parts right.

Mac Walters on Twitter when asked on when they leave said they they leave after the end of Mass Effect 2 but before Mass Effect 3.

Depends on what you think "shortly before" or "long before" means I suppose.

For the sake of being a drag. ME2 ended in January 2186, when the relay was blown up, and ME3 started in September 2186.
