Patches, Bugs and PC Requirements

Yeah, I've been saying this since launch, blonde & lighter hair colors look weird AF outside the CC (it's like the shadows multiply x10). My light-blonde haired Rook has straight up jet-black hair in the shade of Arlathan Forest and Bellara's room. In other places, it can go from dark-green, dark brown to bluish and grey. Only when a light source is hitting you right on the head can you see the blonde - and in that instance (light blonde + sun) it should appear even lighter and more luminous, like platinum. So weird. And all four lighting options in the CC *do not* indicate this issue. Out in the world, you'll be lucky if your character looks blonde in like 15% of the game.

Less noticeable with red hair, not noticeable at all with brown/black (it appears appropriately darker, not as dramatic a shift). I've seen complaints from people wanting to create their chalk-white haired elves having the same issue (dark silver at best)..

(If you turn off the hair strand setting, you'll notice it gets slightly better, but then the meshes/quality are crap. So, NOT an option).
