Still a shame she was neglected so in ME3 Agreed. While I get the ingame and metagame reasons why, I would have loved for her to be aboard the Normandy acting as a psychologist and helping the members of the crew. Especially since pretty much every member goes through a crisis moment during the events of Mass Effect 3. |

True, you can't invite her either. However when I wrote that I was considering LIs that granted the Paramour achievement in at least one of the games they are involved in. So I wasn't counting Allers. |

Well it seemed to me that your relationship with Kelly in ME2 was just a flirty friendship, which would make sense as to why she wasn't considered a romance then. Your last conversation with her in ME3 finally has you both admit your feelings for each other but by that point there's nothing left to say.
So until that moment, I'm guessing she or even Shepard never considered it a thing even if they both had mutual feelings.

As someone who romances Kelly on the side (while technically staying true to Liara) on every ME2 playthrough, that's one achievement I always miss out on. It's a shame neither one gives the Paramour badge.
Edit: The ME2 Paramour badge of course.
